Powers Plan:
Level 1: Human norm.
Level 2: Turian norm, physically, which means faster and stronger than most humans. Visor is partially unlocked, allowing playback of stored music.
Level 3: Visor fully unlocked: targeting, allowing for scanning of area for life signs/heat signatures and getting biofeedback readings on people within 10 meters, kill counter for him and selected allies, backtracking on incoming fire. Armor shielding works again. Garrus will regain access to the vids on his omni-tool, but nothing else.
Level 4: Omni-tool unlocked: http://masseffect.wikia.com/wiki/Omni-tools with the exception of omni-blade (didn't come as he brought a gun), network communications, and object manufacturing. Overload ability now accessible - Garrus can cause targeted tech to overload and sometimes explode.
Level 5: Nothing else to regain/unlock.
Level 6: Nothing else to regain/unlock.
