I believe he was kept in the dark. Might be a gag order on the person who put those to be transferred in quarantine, might be that they just got teleported there by someone not on the ship.
[Like an attack they had the head's up for long enough to get into rovers when they could have been teleported to the Neheda. Like the statue needing to be worked on so they could all get to safety.]
